Cuba’s president Miguel Diaz-Canel, in a rare news conference, said a US fuel blockade, blackouts and shortages are taking a toll, outlining plans to expand solar power and boost heavy oil and gas.
Citing last month’s US attack on Venezuela, he announced a defence readiness plan and rejected talks conditioned on regime change.
