Al-Hol was established after ISIL’s 2019 defeat to hold tens of thousands, mostly women and children, including more than 6,000 foreign nationals.
After a change of control this year, the foreign section was emptied, with families dispersed to Syrian camps or towards Idlib and no coordinated plan as many governments resist repatriation.
